Job Description

Responsible for the planning, coordination, development, and production of proposals. Position is located at Rollout Systems' corporate office in California, MD.

1. Administers and coordinates the writing, research, design, development, and revision of proposals.
2. Serves as team leader for one or more sections of proposals (such as resumes, past performance, etc.).
3. May manage smaller or less-complex proposals and recompetes.
4. Coordinates with subcontractors to collect data required for technical proposal development.
5. Develops format guidance and samples, in concert with Proposal Manager.
6. Analyzes RFP requirements, and develops RFP/Proposal cross-reference matrix.
7. Assists during final deliver and in administration and operations of web-based collaborative tools for proposal development.
8. Rewriters technical materials and coordinates with technical personnel to ensure accuracy.
9. May provide guidance and work leadership to less experienced Proposal Analysts.
10. Participates in special projects as required.

Requirements/Required Experience

1. Bachelor's Degree in Business Administration or a related business discipline, or the equivalent combination of education, professional training, or work experience.
2. 5-8 years of proposal preparation and analysis experience for a Department of Defense/Department of Navy government contractor or equivalent technical experience.
3. Comprehensive knowledge of FAR clauses.
4. Comprehensive knowledge of the principles and practices of proposal development, including technical research, writing, and editing.
5. Comprehensive knowledge of the organization's products, services, and customer base.
6. Proficient in the use of work-processing and graphics software.
7. Ability to understand and convey technical concepts.
8. Effective communications skills.
9. General administrative and organizational skills.
