Position Description:

Provide PMA-205 FA/EA-18G Training Systems Integrated Product Team Lead and FA/EA-18G Fleet Project Team Chairman with an ongoing assessment of the state of the overall FA/EA-18G aircrew training systems and a definition of a future structure for fleet training. Perform analysis and provide recommendations for: the acquisition, development, and sustainment of new aircrew trainers; engineering change proposals for maintaining system concurrency with the weapon systems; and drafting program documentation including Navy Training System Plans (NTSP), Test and Evaluation Master Plans (TEMP), Acquisition Plans, Statements of Work, and system specifications.

Identify training related issues, shortfalls and deficiencies, and collect supporting data. Gather data from training activities through site visits and the utilization of surveys and questionnaires. Provide a description of all information sources of data collected including all locations, organizations, and personnel contacted and used as informational sources and descriptions of the objective, utilization, and expected result for each informational event. Perform an analysis of training data and provide an assessment of the overall state of the FA-18G Training System, including summarization of training conducted, quality of training, comparisons between training sites, and provide recommendations for the most effective utilization of current training equipment and resources. From this assessment, develop a document that will be used to provide the results of analysis and to determine the efficiency of the training system in meeting existing training needs, and to survey training programs and technologies for applicability to new training needs. Provide a description of single or multiple situations, events, occurrences, or problems which are having either positive or negative effects upon the ability of the training system to be used for training or impact FA/EA-18G readiness due to training deficiencies.

The situation statements should include lessons learned narratives from instructors and/or fleet FA-18G operators. Provide a description of the specific resource deficiencies/excesses caused by the situation, and their impacts on training or FA/EA-18G readiness. The impact statements will identify resource areas that have been affected by the situation. Provide a description of alternatives which can reduce or resolve the impact(s) upon the ability of a unit or system to perform training or impact readiness. Describe each alternative in terms of what has to be done to reduce or resolve the deficiency, what resources are needed, their predicted effectiveness, their associated life cycle costs, and the time to complete implementation of the alternative.

Job Responsibilities:

Serves as a team lead for the support and performance of various tasks associated with this discipline. Supports project managers and other team leads by providing required analyses and developing products associated with the planning and execution of technical projects. This includes the entire range of project management functional areas to include scope definition, project schedules, cost estimates and budgets, hardware and services acquisition, project staffing, risk management, and quality management. Efforts also include project monitoring; reporting; and continuous analysis, complex problem-solving and rebalancing of requirements throughout the duration of assigned projects.

Education, Experience, and Additional Requirements:

EDUCATION: Bachelor’s degree in Business or a related field OR High School Diploma or GED.
EXPERIENCE: Five years of experience in analysis techniques, test and evaluation procedures, or test support requirements with Bachelor’s degree OR eleven years of experience with analysis techniques, test and evaluation procedures, or test support requirements with High School Diploma or GED.
ADDITIONAL REQUIREMENTS: EA-18G aircrew experience and/or EA-18G simulator experience is required.  Experience is needed in analysis techniques, test and evaluation procedures, or test support requirements.  
PREFERRED QUALIFICATIONS: Former EA-18G aircrew with a complete understanding of all software upgrades through H-10; having been current in the EA-18G within the last 36 months.  Must possess strong and extensive knowledge of AEA, its associated components,  EW threat systems,  and emitter classifications.
