Description

Rollout Systems is seeking a full-time Facility Security Officer (FSO) to execute the control and maintenance of the security posture for the business. The qualified candidate will be versed in industrial security disciplines to include personnel and physical security, document control, classified information systems, classification management, OPSEC and provide a wide variety of duties in the administration of National Industrial Security Program Operating Manual (NISPOM) and other government security regulations.

The selected individual must have a professional first impression presentation, possess candor, strong leadership skills and excellent interpersonal, written, verbal, and presentation skills. The FSO will also interface professionally with Defense Security Service, customers, and other external personnel to effectively perform their duties. In addition to their security duties, the FSO will assist the Talent Acquisition Manager with recruiting and sourcing candidates for contract vacancies and upcoming proposal bids.

The candidate should also understand marketing practices to participate in the marketing and sales of Rollout Systems’ Security as a Service (SaaS) line of business.

FSO DUTIES:

  • Responsible for the management and oversight of day-to-day security policies, procedures and processes at the facility to ensure 100% compliance with the National Industry Security Program.
  • Administer and execute a strong security program in compliance with the NISPOM, NISPOM Supplement, DoD 5105.21-M-1, COMSEC Manual 90-1, DCIDs and associated corporate and government policies and directives.
  • Effectively use JPAS, SWFT, e-QIP, e-FCL and other security software in the performance of assigned duties, including the maintenance of employment, status changes, and periodic reinvestigation of cleared personnel.
  • Prepare annual DSS Vulnerability Assessments.
  • Perform bi-annual self-inspections as required by Defense Security Service (DDS).
  • Prepare assessments involving possible security violations and initiate measures to correct security deficiencies.
  • Prepare and maintain the company Security Program Procedures.
  • Initiate background investigation paperwork (including fingerprinting) via e-QIP and the DoD JPAS database and employ any customer centric clearance tracking mechanisms as required. In addition, the FSO will track Common Access Cards and security badges.
  • Fingerprint employees when needed using digital fingerprint scanner.
  • Administer a comprehensive security education training program. Provide required security indoctrination briefings, debriefings, and annual security refresher briefings in relation to NISPOM, customer requirements and company policy. The FSO provides additional training as needed or requested by management.
  • Partner with the Marketing department to prepare and distribute weekly security bulletins and monthly security newsletters to all employees.
  • Perform document control functions to include in/out processing of classified/sensitive materials and prepare transmittal documents and classified mailings; perform visitor control functions to include processing of incoming and outgoing visit requests.
  • Receive, prepare, issue, and maintain DD254’s.
  • Provide input and review of request for proposals, wherein DD254’s and Operations Security (OPSEC) Plans are applicable.
  • Develop OPSEC Plans for programs based on Program Protection Plans.
  • Assist the assigned Information Systems Security Officer (ISSO) on NISPOM Chapter 8 requirements as required.
  • Support Rollout Systems’ FSO line of business customers with same requirements as noted above.
  • Provide clear and concise facility activity reports (weekly and monthly) to the Vice President of Finance and Administration.

Additional Recruiting Contributions:

  • Participate in team recruiting assistance through a variety of recruiting sources including but not limited to the following: internet recruiting, employee referrals, social networks, job fairs, college career fairs, open house events, advertisements, etc.
  • Attend and participate in regular Talent Acquisition meetings to discuss recruiting issues and updates.
  • Participate in proposal staffing drills and deliverables.
  • Assist in staffing multiple proposals with contingent and current employee candidates.
  • Manage applicant profiles in the ApplicantStack system.
  • Participate in selling recruiting services as an add-on to the SaaS line of business

Perform other duties as assigned.

Education Requirement:

Prefer at least an Associate’s Degree in Security Administration, Criminal Justice, Industrial Security Management or other related fields discipline or equivalent.

 

Completed DSS FSO course.

Position Salary:

$50,000 - $60,000 dependent upon education and experience.
