1) AN ACTIVE DEPARTMENT OF DEFENSE SECRET SECURITY CLEARANCE OR INTERIM CLEARANCE IS REQUIRED FOR THIS POSITION. CANDIDATE MUST HAVE THIS QUALIFICATION AT THE TIME OF APPLICATION. NO EXCEPTIONS.


2) THE SALARY OF THIS POSITION IS $13.78/hr. THIS WAGE IS NON-NEGOTIABLE.

 


Description: Provide aviation administrative duties within the Administration, Training, Operations, Special Projects and Maintenance Departments for organizational level (O-Level) support of Fleet Replacement Squadrons (FRS) and Test and Evaluation Squadrons (VX):



Prepare proof and route all department correspondence to include, but limited to messages, letters, memorandums, point papers, leave requests, award packages, briefings, etc.

  • Prepare, edit, and distribute departmental correspondence in accordance with (IAW) DoD/DoN instructions and local guidance.
  • Draft/type and submit award recommendations for departmental personnel IAW DoD/DoN instructions and command guidance.
  • Draft/type and submit Navy Fitness Reports/Evaluations (FITREPS/EVALS) and administrative letters IAW BUPERSINST 1610 for departmental personnel.
  • Perform administrative requirements supporting the Support Equipment (SE) Training and Licensing Program to include preparing and distribution of licenses, scheduling SE training classes for personnel and maintain SE training in Advanced Skills Management (ASM) database.
  • Coordinate collection of Monthly Maintenance Plan (MMP) inputs, update and prepare the master. Route for signature, publish and distribute to applicable personnel.
  • Maintain Aviator Flight logbooks, and Naval Air Training and Operating Procedures Standardization (NATOPS) Training Folders IAW DoN instructions. Candidate shall perform flight and simulator data input and retrieval requirements in Sierra Hotel Aviation Reporting Program (SHARP) and Naval Aviation Logistics Command Management Information System (NALCOMIS) databases.
  • Maintain departmental message board and instructions binder/tracker, and route action message and instructions IAW command instructions.

 

Job Requirements: This position requires a familiarity with the terminology of the office unit. The General Clerk selects appropriate methods from a wide variety of procedures or makes simple adaptations and interpretations of a limited number of substantive guides and manuals. The clerical steps often vary in type or sequence, depending on the task. Recognized problems are referred to others.

 

1-2 years of experience or knowledge is preferred but not required in the areas listed below. Similar experience may be substituted:

 

Routine Administrative Support Services: Processing and typing into smooth format documents to include instructions, notices, directives, Naval messages, letters, memorandums, point papers, leave requests, FITREPS/EVALS, personal awards, briefings, and administrative board packages. Familiar with Navy enlisted advancement eligibility and exam requirements.

 

Personnel Administrative Support Services: The use of DoD/Navy personnel databases and software systems to include: Navy Standard Integrated Personnel System (NSIPS), Transaction Online Processing (TOPS), Master Military Pay Account (MMPA), Navy Enlisted Advancement System (NEASOS), Electronic Service Record (ESR), Navy Family Accountability and Assessment System (NFAAS), Joint Personnel Adjudication System (JPAS) and Navy Department Awards Web Service (NDAWS).

 

Travel Administrative Support Services: The use of the Defense Travel System (DTS) to process travel vouchers. The drafting and processing of travel documents to include travel orders. Knowledge of the Government Travel Credit Card Program (GTCC) and Joint Travel Regulations (JTR).

 

Operations Department Administrative Support Services: The processing of flight and simulator data, input and retrieval requirements in SHARP and NALCOMIS databases. Drafting and routing of the daily flight schedule. Updating and verification of flight logbooks, and NATOPS Training Folders.

 

Maintenance Department Admin Support Services: The use of the Activity Manpower Document (AMD), Enlisted Distribution Verification Report (EDVR), Fleet Training, Management and Planning System (FLTMPS) and the Enterprise Navy Training Reservation System (ENTRS). Preparation and distribution of SE licenses, updating of SE training and qualifications in the ASM data base. The Preparation of maintenance related correspondence to include the MMP. The distribution, retention and disposition of administrative records, directives and reports. Routing and filing of maintenance Naval messages.

 

Training Library Administrative Support Services: Naval Warfare Publications Library (NWPL) support. To include the updating of training publications and digital media. Training material check-in and out services to staff and student personnel. The safeguarding and destruction of classified materials assigned to the library IAW current SECNAVINST 5510.36 (series).

 

Maintenance Department Library Administrative Support Services: Technical Publication Library services in support of aircraft and or weapon systems. The updating and distribution of all technical publications to include: Technical Directives (TD) and Portable Electronic Maintenance Aids (PEMAs). Receipt, distribution and control of TDs, manuals, changes and revisions. Provide on-the-job training to individual work center Dispersed Technical Publications Librarians (DTPL). The review and correction of work center technical publications IAW CNAFINST 4790.2 (series).
