Business Financial Manager

Position Description

The Business Financial Manager (BFM) serves as the primary point of contact for financial management support taking responsibility for leading, coordinating, interpreting, organizing, and executing BFM processes for a major DoD acquisition program. Duties include:

 

  • Execution of the Planning, Programming, Budgeting and Execution (PPBE) process;
  • Collecting, compiling and analyzing financial, project, and cost data for incorporation into teamwork plans, data calls, financial addendum, budgetary support documentation, and other financial sheets.
  • Provide program/project cost control.
  • Provide financial tracking, monitoring and auditing for all funds obligated on contracts.
  • Create Procurement Initiation Documents/Procurement Requests (PID/PRs) and funds acceptance
  • Utilize the Navy Enterprise Resource Planning (ERP) system to track and reconcile program obligations, expenditures and fund status.
  • Analyze actual performance data and identify trends, variances, or deficiencies from planned goals and projects.
  • Develop and maintain budgets and spend plans
  • Develop long-term funding strategies and provide recommendations.
  • Provide program issue resolution support for business and financial issues.
  • Provide detailed/tailored funding instructions for each procurement action.
  • Request and review draft documentation prior to final funding submissions.
  • Support financial data calls and reconciliations.
  • Develop briefs and presentations on budget and financial data.

Minimum Education/Experience Requirements: Ten (10) years of PPBE and/or program budget and execution functions. At least three (3) years of which involved DoD acquisition in a leadership/management role is required.

This position requires the individual to have a mastery of Business Financial Management (BFM) functions including all appropriations while applying diverse knowledge of financial issues. Demonstrated knowledge of Planning, Programming and Budgeting System (PPBS), Military Interdepartmental Procurement Requests (MIPR), Procurement Initiation Documents/Procurement Requests (PID/PRs), Manage Memorandums of Agreement (MOAs) and Navy ERP is required. Must have experience processing program acquisition, funding and contract documentation for DoD programs.

Financial management experience should include financial analysis of complex business programs, development of cost estimates, development of budgets and program spend plans, Demonstrated experience in the program/project cost control, monitoring and managing obligation of program funds is required.
