Mid-level Program Analyst for  Patuxent River NAS PMA located off-base.

Require an individual with Program Analyst experience, preferably with CAC, NAVAIR, and PMT. Will be splitting time between two PMA’s. Labor category description follows:

Provide direct support to Level 2 IPTLs or Level 1 DPMs in the execution of acquisition programs.  Some will have additional Operations duties as detailed below. All proposed Program Analysts have the required degrees and experience related to weapon system acquisitions to include logistics, research and development, configuration management and systems analysis or design.  All are experienced in the use of the PMT, in drafting and updating PIDs, and facilitating Procurement Planning Conferences and Procurement Planning Agreements.  They are experienced acquisition professionals with NAVAIR Program Office experience and great depth of knowledge on the required acquisition directives and guidance. Program Analyst Duties will include:

• Provide direct and primary support to Level 2 IPT Lead or Level 1 DPM, with focus on developing, completing and executing procurement contracts.  In concert with the Acquisition Specialists they will research, draft, review and staff all program related acquisition documentation. They will build and review briefs and inputs to DPM and PMA briefs including decision briefs, Program Management Reviews, ELT briefs and others as required. They will participate in or lead team meetings and will share planning and execution data with PMA staff members.

• Analyze program requirements, status, budget and schedules and provide recommendations for effective program execution. They will participate in reviews and revisions of program related documents and strategies. The will provide analysis and recommendations to the IPT risk program, and will update risk related artifacts.  They will maintain communication with customer PMAs and contribute to related discussions briefs and meetings.

• Collect, complete, organize and interpret technical data and financial information relating to aircraft acquisition and product programs. They will develop and prepare PIDs and enter and update data in to the PMT, and participate in program PPCs.  They will collect data for required reports such as the Weekly Status Report, War Wall reports, the Production Status Workload report, and AIR 1.0 monthly Congas, and will build and provide the associated reports.

• Ops duties.  In addition to acquisition tasks, some program analysts will assist the PMA202 Ops department with the tasks in SOW section 3.4(b).  They will assist with PMA taskers and data calls, action items, including collecting data for spend plans and command staffing.  The will maintain calendars and schedules, including scheduling meetings, conferences and facilities.  They will assist with check in and check out of PMA202 employees.  They will apply government processes for documentation, change control management and data management including assisting with preparing and formatting correspondence.
